Civil TPI Roles – Detailed Explanation
The Third-Party Inspection Agency (TPI) acts as an independent quality verifier for civil
works, ensuring construction is done as per approved design, specifications, and standards.
1. Technical Review Role
 Drawings & Documents Verification:
Check that Good for Construction (GFC) drawings, method statements, and
Inspection & Test Plans (ITPs) are approved and up to date.
 Material Approvals:
Confirm that all materials (cement, steel, aggregates, etc.) have the necessary test
certificates and compliance documents.
 Equipment Calibration Records:
Ensure tools and equipment used for measurements and testing are calibrated and
valid.
2. Inspection Role
 Pre-Construction Stage:
Inspect site readiness (benchmarks, layout, reference points) before work starts.
 Material Inspection:
Witness sampling and testing of construction materials at suppliers’ facilities or on-
site.
 In-Process Inspection:
Monitor and verify construction activities such as:
o Foundation excavation and formwork
o Reinforcement placement
o Concreting, curing, and compaction
o Masonry, plastering, waterproofing
o Road, pavement, and drainage construction
 Final Inspection:
Verify the completed work meets drawings, dimensions, and quality requirements.
3. Quality Verification Role
 Testing Oversight:
Witness lab and field tests (e.g., concrete cube tests, steel bend tests, soil
compaction, water quality tests).

 Dimensional Checks:
Measure and confirm alignment, elevation, thickness, and size as per drawings.
 Non-Conformance Identification:
Raise Non-Conformance Reports (NCRs) when work/materials do not meet
specifications.
4. Documentation & Reporting Role
 Prepare daily inspection reports with observations, NCRs, and photos.
 Review and sign off on contractor’s checklists and test reports.
 Maintain a complete inspection dossier for final submission to the client.
 Ensure traceability of all inspections and tests through documented records.
5. Compliance & Safety Role
 Maintain Independence:
Remain impartial and avoid conflicts of interest with contractors or suppliers.
 Follow HSE Requirements:
Comply with project-specific Health, Safety, and Environment rules during
inspections.
 Attend Coordination Meetings:
Participate in technical discussions to resolve quality issues and clarify inspection
points.
