Job Description Summary

The role provides oversight on the operational management regarding the compliance of HR legal and regulatory standards within the HR Operations team, managing the delivery of payroll, HR systems, employee services, vendor management and employee insight. Focusing on pay, employment tax, and time and attendance laws and regulations the role is responsible for internal controls, and processes to ensure alignment and compliance with required legal and regulatory standards, as well as internal policies and procedures. In addition, support the establishment of global operational risk standards of internal control, collaborating with HR compliance partners, legal and tax in the management and reporting of regulatory and employment risks. As an expert, you will be responsible for sharing and recommending approaches and best practices, supporting the development of solutions relating to horizon scanning and risk assessment frameworks to assess impact of changes to relevant laws and regulations managed through HR operations.

Job Description

Essential Responsibilities

  • Support horizon scanning and risk assessment of new/changes to laws and regulations to ensure HR operations meets its compliance obligations.
  • Partner with Operational risk leads and global teams to self-assess, develop, and implement effective local risk control frameworks.
  • Support regulatory projects and ensure maintenance of regulatory systems requirements.
  • Provide employment tax risk management support to HR operations and internal tax partners.
  • Partner with operations leadership team to develop and maintain an effective internal control environment.
  • Perform ad-hoc reviews of compliance rules within HR operational processes and HR systems to ensure outcomes are compliant relevant laws, regulations, and internal policies.
  • Support project governance and operating rhythms; ensure effective communications, reporting and reviews.
  • Provide support to government investigations and enquires as and when required.
  • Support the development of multifaceted educational and training programs focused on elements of the regulatory and compliance mandates.
  • Participate in cross functional teams or projects as operational risk expert. Develop and present business solutions to leaders in functional area.
  • Stay up to date with changing local and national laws and regulations.

 Qualifications/Requirements:

  • This role requires significant experience in Human Resources compliance and operational risk. Knowledge level is comparable to a Master's degree from an accredited university or college (or a high school diploma with relevant experience).
  • Requires specialized depth and/or breadth of expertise with pay, employment tax and time & attendance laws and regulations.
  • Experience in development and management of compliance horizon systems/tools and risk assessments.
  • Skilled in HR operational risk with proven experience in the identification and management of compliance risk through the development of internal controls.
  • Proven project management experience relating to the delivery of compliance regulations and implementation of process improvement initiatives.

  • Experience in providing independent technical guidance and counsel to HR stakeholders at various level of experience and hierarchy in the organization.

  • Detail and numerical orientated with good analytical and problem-solving skills.
  • Comprehensive understanding of and ability to assimilate regulatory and compliance.
  • Articulate, adaptable, with excellent inter-personal and cross-cultural skills.
